The Invoice View function is not available a Purchasing Inquiry responsibility

In R12 - When attempting to view Invoices from PO Summary (Inquire -> 'View Invoices' ) the following error occurs:

"Function not available to this responsibility. Change Responsibilities or contact your system administrator"

I did the solution per (added the function "Invoice View" to the menu of the responsibility) per https://support.oracle.com/epmos/faces/ui/km/SearchDocDisplay.jspx?_afrLoop=1586305137765030&type=DOCUMENT&id=953632.1&displayIndex=1&_afrWindowMode=0&_adf.ctrl-state=snfyk420j_204 but now the error is different.  a webpage opens "The Invoice View function is not available under the Inventory Purchasing Inquiry responsibility" - what else needs to be done?
