Hour Meter Reading Corrections

I have user that entered a wrong meter reading.  I'm looking for the correct process to correct meter reading entries.  We have tried doing a meter changeout, I'm not sure that is the correct way to repair the hour meter reading.

I would welcome any suggestions.
