R12 - EBS - PO Send Notifiation Reminders

I understand that this is the same for Incomplete, Rejected, Returned or Required Reapproval, but Is there an alternate message yet that can be used for INCOMPLETE requisitoins for reminders?  It's just crazy to provide the APPROVE button when the Req is incomplete and probably doesn't even have all it's data yet.  It needs to provide the SUBMIT button but also validate if it lets them have an action from the notifcation in the case.  But it lets them select APPROVE and then just sends a cryptic error notification when all the data isn't there.  Anyone know of a solution?
