Cascading Picklist works but ...

Greeting All,

Can I guide the users to following the path of the cascading Picklist?

For example.  Can I guide the user from Picklist 1 to Picklist 2 to picklist 3?

Because if the user goes to picklist 2 first.  They will see "all" of the available

picklist values.  The values for picklist 2 will not filtered until a value in Picklist 1 is selected.

This caused some confusion in todays testing.  Is this possible?
