OTL: Enforce rules for timekeepers with multiple employee types

I need to have a timekeeper enter time for various employees, each with different Time Entry Rules.  I need these time entry rules to apply when the timekeeper enters the time.  What is the best way to set this up?  Can I set timekeeper attributes to each of the branches of the preference tree, and then how do those apply to a timekeeper if that timekeeper isn't also a member of that group?
