HI AllWe are installing Oracle EBS for our client in Saudia.
Requirement is Oracle EBS 12.1.3 with.

Arabic Language
Saudi Legislation including.

I have installed 12.1.1 upgraded to 12.1.3.

I have not upgraded Database to 11.2 Current Database is 11.1.0.7
I have not upgraded application server.

My Database Character set follows.
 SELECT * FROM nls_database_parameters WHERE parameter = 'NLS_CHARACTERSET';
Output is
AL32UTF8

Documents required for implementation.
