Preventing Scripts/Commands from Utilizing Excess CPU Resources

 I have an interesting problem with Tivoli processes running as root and eating up to 40% CPU at times. I know where the commands/scripts are that Tivoli uses for system monitoring.  Since the Tivoli peeps wont take action to prevent their monitoring scripts from eating more than 5% CPU, I am trying to figure out the best method to "neuter" them without changing UID or GID.
Are there any good examples out there of how best to accomplish this??
