Benefits Ineligible with Accrued PTO Benefits - Cannot Access

We have an employee who became ineligible for PTO benefits as a result of loss of scheduled hours.  Prior to the move, she was full-time and as a result had accrued PTO benefits.  Given she is now part-time, her accrued benefits are unavailable on her time sheet.  How can her elements or status be adjusted in order that she may take advantage of the PTO hours she accrued?

It should be noted that we only recently implemented Oracle EBS so much of this is unchartered territory for us.
