Has anyone configured New Siebel GW, App, and Web servers in advance of database upgrade?

We are currently involved in an upgrade from Siebel 7.8 SEA to Siebel 8.1.1.3 SIA. As an administrator, I would like to have the Gateway, Application, and Web servers configured in advance of the database upgrade to reduce post database upgrade downtime. Is this possible without connection to the upgraded database?
