Clarification on migrating app servers from Linux 32 bit to Linux 64 bit

We want to change our 12.1.3 application servers from 32 bit to 64 bit Linux. Our database is already 64 bit Linux and is split on its own server so it is not an issue. I have some confusion on the MOS notes and was hoping someone could verify the procedure. Thanks!

The "Overview" section at the very first of this document states:

"The successful completion of all relevant steps in the Installation and Upgrade Notes for both the source system (Linux 32-bit) and the target system (Linux 64-bit) is required before starting the migration process."
