User Management Roles & Responsibilites

Hi

I have assigned the User Management Responsibility to my oracle User name so that I can  Grant access of various banks to specific responsibilites..   However, the User Management does not work under my user name.  It only works with the Sysadmin user.

What are the steps to me as a User to access the User Management functions and navigation.

I have attached a screen shot .
