Note Type on Service Contracts

I have a note type setup that is mapped to source object Service Contract Header with application = Service Contracts.  I currently am only able to see this note type in the LOV for my US responsibilities, but I'm unable to view this note type in responsibilities for other countries.  Can anyone help me to determine what I am missing?  This note type has been setup this way for years.
