What is' Encumbrance Accounting Failed' hold for the invoice?

Hello,
1. What is 'encumbrance accounting failed' hold on invoice?
2. What happens in the background when the payment is voided and invoice action is 'cancel' ? Does anything happens with accounting? (I had both invoice and payment unaccounted).
