OSP transaction stuck in WIP_MOVE_TXN_INTERFACE with Pending status and no error

 WThere is an OSP transaction that is stuck in the WIP_MOVE_TXN_INTERFACE in Pending Status, Phase is Move validation, and no error. We are not able to Resubmit from the Pending Move Transactions form. We need to resolve this issue in order to close the Inventory period. See attached for an extract of the stuck record.
