CONCSUB.EXE fails with Entry Point Not Found

Hello folks,

Just installed Oracle EBS onto Windows 32-bit.
Version 12.1.1
Database is 11.1.0.7.0

I am able to schedule and submit concurrent requests via the web UI, but am not able to submit them using the command line CONCSUB.exe utility.
Here are the steps:
  1. Open a Windows command window on the EBS server
  2. cd \oracle\VIS\apps\apps_st\appl\fnd\12.0.0\bin
  3. CONCSUB APPS/APPS SYSADMIN "System Administrator" SYSADMIN WAIT=Y CONCURRENT FND FNDCPPGS
A modal appears with this information and an OK button:
CONCSUB.exe - Entry Point Not Found
The procedure entry point longjmp could not be located in the dynamic link library orauts.dll.
