Sales Order Functions (Fulfillment Acceptance) Access Issues

Hello,

Our group has begun testing/using customer acceptance. An issue that we've run into is that when someone opens an order to process acceptance (Sales Order -> Actions -> Fulfillment Acceptance), some users are able to access the following page, while others receive access permission errors. The metalink doc 953.3243.1 provides a solution but that seems to be only at the responsibility level. Because some users can process acceptance but others can't (while using the same responsibility), I think it's something at the user level. But, I'm not very familiar with user level security settings.

Any ideas would be appreciated!
