EOF Error due to unclean pause

Regarding EOF error while ESD is processing records to send emails, from BUG 10591249, we know that EOF error may occur if ESD has been shutdown abruptely. However the same EOF error may appear even if ESD has NOT being shutdown. Please clarify how this EOF error may occur even without ESD shutdown during campaign process.
