Shipping Calendar issue (calendar not honored)

Hi

I have created a calendar, assigned it to org and carrier and created transit time entries in the in-transit window from location (location tied to the shipping org) and to specific internal location. This setup worked and it fetched the delivery lead times on to the sales order when created using that ship method that was tied to the carrier. But when I set up entries iin in-transit window from location (location that is tied to the shipping org) to a specific region (Eg: Country -> US), it is not working (means delivery lead times are not fetched and shipping days are not honored) even though I am using the same ship method and shipping from the org with that location and ship-to country as the country that was setup in in-transit window.
