Alert message without scripts

 Hi All,

There is a requirement in our project to implement the below scenario:

If the user is trying to create a Service Request on an Account which is in a particular status. Then there should be a alert/notification shown to the user. This notification should not be a hard stop and should just be an alert. 

I know this can be definitely done by browser scripting but we are looking for a non scripting based solution. I know DVM might be a solution but we could not use it as we are going to be implementing Siebel remote. e
