Create New ASN Permission in HHT

 Hi Folks,
While testing SIM DSD without PO functionality, found this behavior from SIM.

1. DO not grant Create New ASN permission in SIM PC and SIM HHT ---Am able to create DSD without PO in PC but not able to create DSD without PO in HHT.

2. Grant Create new ASN permission in SIM HHT--- Now able to create DSD without PO in SIM HHT.

Is this correct/accurate behavior as was intended? 

If there are no ASN's against a PO, why would this permission be mandated for a DSD without PO?

Any thoughts on whether this is a bug/intended functionality would be appreciated.!
