Application Diagnostics Responsibility

All,
How do we assign APPLICATION DIAGNOSTICS responsibility to the user with out giving SYS admin?

I followed this post https://forums.oracle.com/forums/thread.jspa?threadID=2200826 but not sure where the steps are as mentioned by Hussein. Any help is appreciated.
