Unwanted page break between paragraph's heading and text

Hi all,
I'm struggling with this for days now - I have simplified my template as much as possible but
I still can't figure out why there's a page break between a paragraph's heading and text.

I attached the RTF-Template, datafile (empty) and the resulting PDF-Output (heading "Chapter 1.4"
gets printed on the bottom of the first and top of second page - I can't find out why this is happening).

Edit: just noticed, that I can't upload xml-Files - changed the extension of the datafile from .xml to .txt.

Please note that in the "real" (non-simplified) template all paragraphs are optional and may contain
