Set PO Header Ship-To to match Line/Shipment Ship-To when using the Emergency PO option from iProcur

I have an issue where Purchase Orders automatically created through Workflow because of the flag in iProcurement for Emergency POs are defaulting the Ship-To in the Header from the Org setup and not reflecting the Ship-To Location from the Lines/Shipments that are on the PO.

Does anyone know how I can change this as I have a PO Print template that shows the address at line level when the Lines do not match the Header Ship-To.
