Siebel Server Services issue

Dear All,

When we trying to stop siebel server services every time  we got below message

‘Services Could not be stopped Properly” 

Then either we have to wait for 5-10 mniutes or need to stop Siebel gateway services then Siebel Services stop.

Also while Strating it takes nearly 20 minutes to stablize.. We have same configuration in other  environment but we are facing this sort of behaviuor in one envirnment only] hardware specification is also same in all environment..

Any input to debug issue would really helpful..
