Discount based on order-level accrual?

I'm doing a proof-of-concept with Advanced Pricing and wonder whether its possible to create a discount modifier based on existing non-monetary accruals already in place.  

For example:

Line 1 accrues 100 points

Line 2 accrues 100 points

The order total of 200 points qualifies the order for an additional order-level monetary discount.

Is this sort of thing possible?
