Operating Unit Assignment

Hi,

While creating Payee from Oracle Payments Set up there is an option to assign Operating Unit. I have 3 Operating Units defined. While i was able to select 2 Operating Units my 3rd Operating Unit is not there in the LOV.

My Security Profile looks correct for the responsibility(Funds Capture Administrator).

What i am missing?
