Configure Basic Incentive Compensation

We want to do a basic configuration where the salesperson get a commission for the sales if the sales by him/her exceeds a certain $ value.

I request a step by step guide to do the basic configuration also let me know the places where I will need a PL/SQL packages to do any calculation to get the value (I see all formula has an associated PL/SQL procedure)
