Error when trying to view PO document "system failed to generate the PDF document.Please contact you

We are on 12.1.3 and for the last few days some of our users have been getting this error when they try to view the PO document from the PO form by clicking on "view document"(Under Inquire) "system failed to generate the PDF document.Please contact your system administrator".The same PO document  can be opened by some other users fine with no errors.There are also no errors in the PO Ouput for communication program and we are also able to open the same PO document that some users get the error for.The ouptut  opens as a PDF document .Is this an Oracle issue or isthis something to do with the users computers?Has anyone encountered this problem and how can this be resolved?
