11.5.10.2 : PO form POXDOCEC.fmb not generated succesfully after applying Chinese version of patch 1

Hi,
 We applied the patch but while applying Chinese language sub patch getting below error:

The following Oracle Forms objects did not generate successfully:

po      forms/ZHS       POXDOCEC.fmx

An error occurred while generating Oracle Forms files.
