OSN - oracle supply network not delivering after running adconfig - 12.1.3

OSN was working for couple of weeks after upgrade to 12.1.3

We ran adconfig on the web tier to fix an issue and OSN is not working.

Looked at all the configuration and everything seems to be fine.

I do not see a connection from the web server to the database for OSN process.

select * from v$sessionw where action like 'OXTA%'

has no-records.
