Need Patching advice for Oracle 11i EBS Suite

Hi,
Apps 11.5.10.2

We have a number of bugs that several large patches have been recommended including: 4028294, 8566859, 14568591,  Patch 5415047, Patch 4210960.  The effort required for installation and UAT testing just for these individual bugs seems large. I am asking several questions here:
1)  Would it be better to upgrade all our modules from 11.5.10.2 to another later version on 11i  in order to apply the latest patches and bring all our forms up to a certain level.  Would another release included the above patches? 
2)  What is the best way to analyze and get all the information to  help us determine what patches to apply to get to a level to meet extended support levels?  I have been reading about Oracle Configuration Manager.  Can this be run on a cloned version of Oracle EBS Suite 11i?  This looks like a potential tool to collect all the information and recommendations.
