Transaction with rules has rule_start_date created in a Closed period

I have an invoice that is showing on the Subledger Period End Close Exception report as unprocessed.  When reviewing the transaction diagnostics I see that it is an invoice with rules (in advance) that has transaction lines in RA_CUSTOMER_TRX_LINES_ALL with rule_start_date for each of the four lines in a Closed Period.  I checked the transaction source setup and see that the Derived Date is checked and confirmed that the GL Date in a Closed Period is set to Adjust - to the latest GL open period if it is is not in open period.
