Project Budgets and GL Budgetary Control Option

We are implementing Projects and would like to have project budgets; however, we do not have and do not want budgets in Oracle.  Budgets are in Hyperion. 

We know you can setup budget amounts within the Projects module.  Is there a way to have budgets in Projects only without changing the GL ledger to be 'Budgetary Control'?  When budgetary contol option is selected in GL that automatically makes the ledger encumbered.  We don't use encumbrances.
