Why Oracle Install Based Module is used?

Dear Experts,
Company 123 is dealing in sales of a tracking device which is used for 4 wheel vehicle. Currently they are using only Oracle Financials Modules. Now they want to use Oracle Supply Chain modules, kindly suggest that which modules are core modules for using the Install Base?
