Causal Variable Types - Override from Higher Level

Hello,

I would like to clarify the option "Override from Higher Level" of the Causal Variable Types.

When I use the "Override from Higher Level" the effect used by the causal will always be the calculated at a the higher level, or it will just use this effect if it's not possible to calculate the effect calculated at the item/store level ?
