JDE 8.11 How to add Media Object Functionality to P311221, automatic functionality is not working?

I'm trying to modify P311221 to add media object functionality on the W311221C-Time Entry Revisions screen. 
I created a media object data structure GT311221, I went into FDA and added the GT311221 data structure and linking fields.

The form will not allow any media object actions.

It's been a long time since I worked on 8.11.  Can you tell me what I am missing?

The form is being called from P48201 and I just can't get the media object functionality to work.
