After patch 14254641, active encumbrance is not reversed when a PO is cancelled

We are on 12.1.3 and testing patch 14254641 Procurement Sept 2012 update.   When we cancel a PO or PO line, the active encumbrance is no longer relieved.  Has anyone else experienced this issue?
