How To Import Large Size Workflow in client application without publishing

Hi,

I am unable to import the  large size workflow xml in Active workflows in application (Not wanted to publish in tools), wanted to directly test on server without checkin and publishing.
is there any limitation on size? then How to increase the limitation size?
