Oracle Reports Builder 11gR2 64-bit on Windows 7 hangs when trying to start.

I installed Oracle Forms & Reports 11gR2 64-bit for Windows 7 many months ago.  For the longest time, I was able to use Reports Builder fine.  About a week ago, it simply stopped working.  The behavior is:

1) Use the icon to start reports.

2) Reports splashscreen appears

3) Never progresses any further.  Just sits there doing nothing until I kill it.

This WAS working, and I can't think of any change to cause it to stop.  Forms Builder is still working fine.

Anyone see this behavior and have a potential solution?
