Enrollment Error Message APP-BEN-91333: Calling ben_determine_rates

We are implementing OAB and have started our testing.  The system is detecting the life event in View Person Life Events but when we go to Process Life Events we keep receiving error "APP-BEN-91333: Calling ben_determine_rates."  This is preventing us from moving forward with testing.  Has anyone encountered this error and/or know what it means?
