How to enable ATP Check Availability from iStore in R 12.1.1

 Hi,
I am trying to enable Check Availability from iStore on the shopping Cart page. The expectation is show onhand availability from Inventory.

When clicked on Go for Check Availability, it says "No Availability Information (Error 140: No APS instance defined. Set APS instance and run collections)"

Item Attributes :
Check ATP = Material only
ATP Rule is set to a proper rule.
ASO : Default Ship from Org is set to the proper warehouse mapped to iStore responsibility
ASO : Sourcing rule is set to No
INV : Capable to Promise = Blank

There is no ASCP involved.

When attempted to run ATP Data collection from OM super user, the instanceLOV is blank and has no values.
