Consigned items , no PO released generate

Hi experts

In 12.1.2

There are three transactions for consigned items, run Create consumption advice concurrent programm,same consum_release_id generated , but on PO release, only third transaction shipment exist. For other transaction, no shipment. Can I set the the other two transaction as Consumption_processed_flag=N, then re-run the program?

Issue details as below:
