Check - in / Check - out slowness

Hi,

 Recently "Siebel Repository" from Tools accidently deleted and restored again after with a right backup.  After that we are seeing very slowness of check-in / check-out process. 

  Please suggest what action needs to be taken if any to increase the performance of the check -in / check-out process.
