The Scheduler Server is Down

Some times, the Scheduler do not launch jobs. By checking the status, I could see "The Scheduler Server is Down" message.What may be the reason for this ?
Our CNC restarted the JDE Services (jdesnet.exe) a couple of hours ago. Should I start the Scheduler manually after this ?
