How Can the Relationship Start Date in Employee Self Service be Made not Required?

Hi Everyone,

   We have an issue with Relationship Start Date in ESS. Client doesn't want the Relationship Start Date in ESS to be mandatory.I went through the note 872204.1 and I'm not able to find the "Required Line" (Step 9) in the personalize page as mentioned in the note. Any feedback or assistance would be greatly appreciated.
Note : we are in R 12.1.3 Version
