Got Error when apply Patch 8801210

We've tries to  apply Main patch to the test instance. Unfortunately, it is failed.
Additionally, it was necessary to apply:  

Note:

1) The EMEA Consulting Localizations (cle) patch 6319005 must be applied along with this patch to get the complete solution.

But it returned the following :  



AutoPatch error:
--------
Missing prerequisite codelevel for entity 'cle'.

This patch requires the following codelevel or higher: 'R12.CLE.A'.
The current on-site codelevel for the entity 'cle' is : 'R12.CLE.'.

In order to apply this patch you must first apply a patch that introduces
at least the minimum required codelevel.

You may merge this patch with a patch that introduces the required codelevel.
