Customer is not able to open a HW SR against a serial number managed by him

When trying to open a HW SR against a HW serial number from his MOS account he gets the following error:
Error Key: 13.02.28-06:02:40.727-4910
You cannot create Service Request using this Serial Number. The values may not be valid, please select a different Serial Number through Systems->Asset Details tab or find Serial Number by clicking on 'Validate Serial Number' button.

The MOS user which is trying to open the SR is the CSI CUA as I can check through ISP and the serial number is a valid one with a valid contract until January 2015.

Any advice on this?
