Inv Layer creation

 Hi, I made miscellaneous transactions of receiving material (lot controlled item) to a subinventory from an account. 
Can anybode explain me: under what conditions Cost Manager will get a existing inv layer for cost this receiving? And when create a new one? What does it depend?
We are using FIFO Cost Method.
