City Tax has not populated on Invoice

 We are facing an issue, when we create an invoice and click on the calculate tax button i can see State and County tax populated but the City tax has not populated. Checked in the Tax Configuration > Tax Rate and the tax rate exist for the city. Any idea why the city tax is not populated ?
