Stocking Type U under JDE E1 9.0

I am trying to issue to a work order an item identified as stocking type U but it gives me an error saying the stocking type is U or O and that I cannot issue. According to Oracle's document E1:41 ID 625463.1 stocking type U should allow item to be used up but not purchased.

Any thoughts why it is not working?
